NEC Elects Five Respected Business Leaders to Board of Directors
BOSTON (October 4, 2018) – The New England Council, a non-partisan alliance of businesses, academic and health institutions, and public and private organizations, has elected five leaders from the New England business community to serve on its Board of Directors. The Council’s Board of Directors voted to elect the new directors at its recent meeting in Boston, MA. The newly elected Board of Director members include William “Mo” Cowan, President, Global Government Affairs and Policy at GE; John Pantano, Alliance Director at Philips Healthcare; Kevin J. Rasch, Vice President Government Affairs and Programs at Harvard Pilgrim HealthCare; Peter Sherlock, Senior Vice President & Chief Operating Officer at The MITRE Corporation; and Alison Weiss, Vice President, Head of Federal Government Relations at MassMutual Financial Group.

The new Directors are:
William “Mo” Cowan, who is a former U.S. Senator and currently serves as President, Global Government Affairs and Policy for GE. Prior to becoming President, Mr. Cowan joined GE as Vice President, Litigation and Legal Policy. Earlier in his career, Mr. Cowan held leadership roles with ML Strategies and the law firm Mintz, Levin, Cohn, Ferris, Glovsky and Popeo. Governor Deval L. Patrick appointed Mr. Cowan in January 2013 to serve as interim United States Senator following the resignation of Senator John F. Kerry. Mr. Cowan had previously served on Governor Patrick’s staff in several leadership positions, including Chief Legal Counsel, Chief of Staff, and Senior Advisor. He is a graduate of Duke University and Northeastern University School of Law and holds honorary degrees from Georgetown University, Newbury College, and Bridgewater State University.
John Pantano, who is currently Alliance Director at Philips Healthcare for Partners Healthcare, which includes Mass General and Brigham and Women’s Hospitals. Mr. Pantano has 30 years of health care experience, and has held a variety of leadership positions at Philips Healthcare and its legacy companies, including Director of Global Product Marketing for the Patient Monitoring business, Director of the Americas Marketing Center for Patient Monitoring, leader of the Corporate Accounts marketing team, and a Market Development Manager. Mr. Pantano also previously worked at General Electric as Enterprise General Manager, managing many of the largest integrated delivery networks in New England. He holds an MBA in Marketing and Finance from the University of Chicago’s School of Business, and a Bachelor’s degree in Finance from the University of Connecticut.
Kevin J. Rasch, who currently serves as Vice President of Government Affairs and Programs at Harvard Pilgrim Health Care. Prior to joining Harvard Pilgrim, Mr. Rasch led a team of attorneys and lobbyists in the State and International Government and Regulatory Relations area for MassMutual. He also served for two years as the General Counsel to the Governor of the State of Connecticut. Preceding his time in public service, Mr. Rasch practiced in the Public Finance and Business Law Sections of Robinson & Cole LLP in Hartford, CT. He received a Master’s degree in Public Policy and Economic Analysis from Trinity College, a law degree from the College of William and Mary, and an MBA from the Kellogg School of Management at Northwestern University.
Peter Sherlock, who is Senior Vice President & Chief Operating Officer for the MITRE Corporation, heading operational strategy, planning, and management. He also heads MITRE’s relationships with the Massachusetts technology innovation community. Earlier in his tenure at MITRE, Mr. Sherlock served as vice president of the Command and Control Center within the National Security Engineering Center (NSEC), and as executive director for integration in the NSEC. From 2003 to 2006, Mr. Sherlock also led MITRE’s programs with the U.S. Army as executive director. During a brief break from MITRE, he worked in the broadband industry and co-founded a startup developing a distributed web content access system. He holds a Bachelor’s degree and a Master’s degree in electrical engineering from Worcester Polytechnic Institute and an MBA from Rutgers University.
Alison Weiss, who is Vice President and head of Government Relations at MassMutual Financial Group. In this capacity, she is the lead advocate on federal and state public policy and legislative issues for MassMutual and its subsidiaries. Ms. Weiss is also responsible for the company’s political programs, which include Political Action Committees and a grassroots advocacy network of employees and financial advisors. Previously, Ms. Weiss served in the Administration of Massachusetts Governor Paul Cellucci as Community Liaison for Western Massachusetts. She is a member of the Board of Directors of the Public Affairs Council, and serves on the National Technology Security Coalition Policy Council. She is also a member of Women in Government Relations and Women in Housing and Finance. Ms. Weiss is a graduate of the University of Connecticut with a B.A. in Political Science.
